How to track a bill through Parliament
A UK bill becomes law by passing the same sequence of stages in both Houses, then receiving Royal Assent. To track one, find it on the official register or in a tracker like this, and watch for stage changes: each is published as it happens. Below is what each stage means, then a live list of every bill currently before Parliament.
The stages a bill passes through
11st reading
First reading is the formal introduction of the bill. There is no debate and no vote. The bill is simply presented and printed.
22nd reading
Second reading is the first full debate on the principle of the bill. The House votes on whether it should proceed at all.
3Committee stage
At committee stage the bill is examined clause by clause and amendments are proposed, debated and voted on. This is where most changes are made.
4Report stage
Report stage lets the whole House consider the bill as amended in committee, and propose further amendments.
53rd reading
Third reading is the final debate and vote in this House on the bill in its final form. Amendments are limited or not permitted.
6Royal Assent
The bill has received Royal Assent and is now an Act of Parliament.
A bill must complete every stage in both the Commons and the Lords. Where the two Houses disagree, amendments pass back and forth (the exchange known as “ping pong”) until they agree or the bill runs out of time.
